As Mr. William Cowan of the Federated
Malay States Civil Service, and Mr. Robert Walter,
Secretary to the Government and Magistrate
of Weihaiwei, have been seconded for service
under the Government of the Transvaal as
Chinese Emigration Agents, it is desirable to
place on record the liabilities of the
Transvaal Government in respect of the pen-
sions of these officers on their ultimate
retirement from the service of the Crown.
